There are a number of solutions. The one you suggest (piping the mail to a
program which does the accounting and then reinjects the mail in such a way
that Exim does the real delivery), is feasible.
Another one, which may be more efficient if you don't mind the data not being
up-to-the-second accurate would be to just parse the log file at the end of the
day and use that to build your accounting information.
