Doh! Stupid me! As soon as a wrote it down and hit send, the answer occurred
to me - just move the router order!

I moved the virtual userforward router down so that it was above the
virtualuser (like the localuser) router, but below the localuser and
system_aliases routers.

All works fine now :)
