It MUST be guaranteed to be globally unique -- see §3.6.4 of RFC2822.

Since this is impossible -- as I can intentionally duplicate one of
_your_ message-ids, and indeed produce message-ids which I predict will
match your own future message-ids, it follows that you must never add
one, as you can never guarantee its uniqueness :)
