[Exim] Test acl_smtp_rcpt on command line?

Is there a way to test acl_smtp_rcpt rules from the command line without
say telnetting to the SMTP port on the box?

I've got some rules that block certain users that are valid in routers but
I can only seem to test the rules by making an actual smtp connection.

Something like

exim -d+acl_smtp_rcpt -bt -v
> testuserhere...
