I'd be happy with something like that (although maybe header_add since you
can group it nicely with future things like header_remove and header_modify
or whatever) :)
I guess I just have lots of header issues ;D I can wait until header stuff
can be hopefully reworked though!

If you use message with accept, it will use it as an error message if
the accept cause rejection. For example:
accept domains = +local domains
endpass
message = unknown user
verify = recipient
