[Exim] Exim failure alert?

I run several cPanel servers and have found a recent bug that places
conflicting IP Tables rules in place that block outgoing mail and fill the
queue. I've been wondering if there would be a simple way to use another
small mail binary to send alerts if Exim fails or if the mail queue begins
to fill up.
