Make sure system_aliases is placed before "local user", but insert
another router between them to the tune of something like

System_aliases:
[snip]

Virtual_fail:
Driver=redirect
Allow_fail
Domains = +virtual_domains
Data = :fail: Unknown user

Local_user:
[snip]

And then create a domain list of all your virtual domains (Or just type
them inline)

This way, mail that has made it past system aliases, but is _still_
aimed to a virtual domain will get failed, before it can get deleivered
locally.
