[Exim] FIXED_NEVER_USERS

Now that I've upgraded to Exim 4.30, when I do
exim -bV, I get more info than I used to, which
is nice. I notice the following line, which is
less than perfectly clear in meaning (to me):

Fixed never_users: 0

Now, when I compiled, I did set:

FIXED_NEVER_USERS=root

I would have expected exim -bV to give either:

  Fixed never_users: 1
     or
  Fixed never_users: root

A value of zero here is counter-intuitive.

Just in case, I've kept the following in exim.conf:

never_users = root

Any explanations/clarifications/hints are welcome.
