You want a mailing list management app. You have not said how you have
setup group1. It could be a simple alias file entry like
group1: user1, user2, user2, user4 ..userN
Or
group1: :include:/usr/local/etc/exim/group1
where /usr/local/etc/exim/group1 is a flatfile containing
user1
user2
user3
user4
userN
Anyway, please consider using

Just a set of perl scripts. Very easy to configure. It is a mailing list
software which is meant to be used with Exim only. After setting it up,
you then have to create the lists, e.g group1@??? and subscribe
the addresses for the users on that domain. You may as well ask them to
add their own addresses if they wish. They can also remove themselves.
