Dealing with inbound email to control something and/or make changes to
processes, pages etc.. is going to be off topic for this list.

There are many ways of doing this, none of them really related to Exim in
particular. I do it a lot for different tasks on different servers, but
it is not really part of the Exim configuration.

You should setup your mail server and get its basic functions working
first, make sure it is up and running, then try to tackle the filter stuff
you are talking about.
