if the mail is to a whitelist_to address,
there is a negative score for it.
(-6 at my config, USER_IN_WHITELIST_TO is the rule)
The score is for all recipients of the mail,
whether they are whitelisted or not...
So, if whitelist_to brings the score below 20,
all recipients of the mail will get it.
