Yes and no. Both contain 256 addresses, but `Class C' defines only a limited
number of them.

traditional `classes' refer not only to the /size/ of the network, but to
the actual network space allocated - a Class C network can only range from
192.0.0.0 to 223.255.255.0.

That's one of the reasons that CIDR (/24 etc) was created.
