Have you tried using mailing list software?

They make managing groups easier as well as permissions and deal with the
proper headers etc... rather than having the MTA do it.

There are some specific Exim mailing list packages and long time available
ones like Majordomo and mailman.

BTW.. Many will point out that having the Reply-To set to the group/list
is not a good idea.
