have you tried this?
        match {$header}{\+{MAILBOX_SPAMTAG_THRESH,}}

In regular expressions you can use "pattern{1,5}" to mean
"from one up to 5 times the pattern" or pattern{7,} to mean
"minimum of 7 times the pattern".
