Nothing. The Exim 4 binary has no built-in concept of "local" domains. It
is entirely up to the configuration if it wants to implement such a
concept.
The default configuration does have such a concept. It defines a domain
list called "local_domains". For those domains it does aliasing, looks
for local mailboxes, etc. If local_domains is empty, it will treat all
domains as "remote".
The default configuration is just that: a default. You can throw it away
and write a completely different configuration from scratch if you want.
Bottom line: "local domains" are whatever you define them to be.
