[Exim] queue_domains with per user exceptions

Is it possible to make "per user" exceptions to queue_domains ?

I want to use exim over dial up link with "proxy mailboxes"
e.g. messages to anfi@??? are delivered to anfi@localhost with no
delay, messages to remaining priv.onet.pl addresses are queued for delivery
via dial up link.

P.S.
I would like to convert such arrangement from sendmail to exim.
