SASL is not needed, nor is PAM. Exim can speak to LDAP servers
directly, if compiled correctly.
Additionally, using PAM for authentication does not automatically mean
that the service *needs* root access. The service needs enough access
to be able to use the password database. If you use LDAP, any number of
SQL servers, Samba's winbind, or pam_smb for passwords root access is an
unnecessary complication.
