Some feedback on this problem. After receiving some advice from a
private posting I have put together the following "work around".

I fixed it by changing the routing as follows:

uucp_routing_rmail:
driver = manualroute
domains = ! +local_domains
route_data = ${lookup{$domain}lsearch*{/etc/exim4/uucp_rmail}}
no_verify_sender
transport = uucp_rmail

uucp_routing_rmail_callbackverify:
driver = manualroute
verify_only
self = send
domains = ! +local_domains
condition = ${lookup{$domain}lsearch*{/etc/exim4/uucp_rmail}}
route_list = * 127.0.0.1
transport = remote_smtp
