Exiscan is what writes the files to that directory when it scans the e-mails,
but then the files are deleted as soon as the scanning is done.
I think that something changed during your upgrade process, perhaps the
exim_user or exim group and clamav doesn't have access anymore. Please
check if your clamav.conf for the User xxxxx definition and see if that
use has access to the exim's spool.
