I have a worse one ;-)
condition = ${run {/bin/ping -q -c 1 smarthost.myothersite.org}{yes}{no}}

Using
#/bin/sh
echo quit | nc -w 1 -i 1 smarthost.myothersite.org smtp

instead of ping might work better.
