I'm on both sides of this. I'm on dynamic DSL too. Due to blockage, I
smarthost through my hosting companies mail server, but receive mail
directly to my dynamic IP (my ISP's mail server is so bad it's
unusable.) I use RBL blocks due to the MASSIVE amount of spam and
viruses from cablemodem / DSL IP space. Before I implemented that, I did
some analysis and found that it was about 1000 to one spam to legit
from cable / DSL space. I would get at LEAST 10 times more spam if I did
not use blocking. I also use spamassassin at SMTP time, but more and
more spam is comming in below the threshold for rejection.

Of course for people on static IP's I can always whitelist.
