Not exactly, no. We categorise recipients into "normals" and
"suckers", and whichever type the first envelope recipient is, we
accept all the others of that type in one transaction, deferring those
of the other type.
If the sender then presents all the remaining recipients in a single
further transaction, then we would accept all those at that time.
