[Exim] skipping ACL configuration not needed

Hello List,

I use exim 4.24 and want to test several acls from localhost.
My exim4.conf is the default one.

When I perform a
echo "test" | exim -d you@??? 2>&1 | tee you.log

I see a line "skipping ACL configuration not needed".

How can I force to check my ACLs ?
