[Exim] No Rule to make target 'lookups/lookups.a'

I am trying to build Exim 4.24 on Redhat 7.3 with Postgresql and getting
the above error,

I have the following in the /Local/Makefile

LOOKUP_INCLUDE=-I /usr/local/pgsql/include
LOOKUP_LIBS=-L/usr/local/pgsql/lib -lpq


still getting the same errors,
does anyone have any ideas.
