Quoting spec.txt:
| These rewriting rules are not applied to the envelope. You can change
| the return path using "return_path"; you cannot change envelope
| recipients at this time.


This should do the trick:
return_path = ${if eq \
               {$return_path}{russell@???}\
               {rjshaw@???}{fail}}
