Do you mean "Can't disable, because I need it", or "it's on, and I don't want
it"?

echo 0 > /proc/sys/net/ipv4/tcp_ecn

will turn it off.

Otherwise, this is what I use:

# ROUTERS
#########

hubbed:
  driver           = manualroute
  domains          = ! +local_domains
  route_data       = ${lookup{$domain}lsearch*{/var/lib/exim/hubbed.hosts}}
  #                  This file lists all the domains we forward
  host_find_failed = freeze
  transport        = special_smtp


File contains the data as follows:

domain_we_act_as_smarthost_for:         host_to_send_to
etc...
