Which release of Exim? I cannot reproduce this effect with Exim 4.24:

$ exim -bh 193.193.193.107
[...]

220 xxxxxx.xxx.cam.ac.uk ESMTP Exim 4.24 Fri, 26 Sep 2003 10:03:50 +0100
ehlo i
>>> i in helo_lookup_domains? no (end of list)
>>> host in pipelining_advertise_hosts? yes (matched "*")
>>> host in tls_advertise_hosts? yes (matched "*")

250-xoanon.csi.cam.ac.uk Hello i [193.193.193.107]
250-SIZE 20971520
250-8BITMIME
250-EXPN
250-PIPELINING
250-STARTTLS
250 HELP
mail from:<> size=5000 body=8bitmime
250 OK
