Seriously, you must keep in mind one fundamental fact:

once an accept or a deny statement is satisfied the acl is not
processed any further. Keeping this in mind reread your ACL and
you'll see that you are just blindly accepting all local mail, not
even checking the recipient.

I am pretty sure there was a standard configuration in the
distribution, why not start from that? If I remember well it was very
exhaustive.
