Doesn't compile with the default Makefile HEADERS_CHARSET, I had to
comment that out before it would go.

gcc -c -O -I.    globals.c
globals.c:464: `ISO' undeclared here (not in a function)
make[1]: *** [globals.o] Error 1
make[1]: Leaving directory `/root/z/exim-4.23/build-Linux-i386'
make: *** [go] Error 2
