[Exim] problems with server configuration

hi, my server is bogged down with connection attempts from spammers..
ive set up blacklist support.. in an ACL but that hasn't really solved the problem.

exim ends up using all resources.. and the system can't process the mail.
please take a look at the attached exim.conf file and see if you have any suggestions.. to what the problem could be.
