That worked.
I am using Exim 4 and Squirrelmail 1.4.
The problem was that undeliverable mail was being returned to apache, not
to the Squirrelmail authenticated user, so I have created a .forward file
for apache, and a rule which scans the message body for "Squirrelmail
authenticated user username" and forwards it to username.

PS I only have a few users so this is an acceptable solution, but probably
not the most elegant, and certainly not scalable.
