That's because you're missing a
{1}
right behind the
{0}
in the condition. Use this:
condition = "${if eq {$received_protocol}{spam-scanned} {0}{1}}"
Or this one:
condition = "${if !eq {$received_protocol}{spam-scanned} {1}}"
