It's only terrible from the perspective of a computer scientist. :-)
Note that the reason people usually want Exim to do this is that some
other piece of software (like POP3 service) only know this simple
hashing algorithm.
Tony Finch also posted other reasons why an operator might want to use
this hashing approach, and those reasons are valid too.
