No. And especially TLS can't be proxied like that, through an intermediate
server. One thing you could do however would be to speak TLS to the NAV
proxy (if it ever gets around to supporting TLS) and for that proxy to
resend your mail over a separate TLS connection that it establishes to your
smarthost.
