The good news is, exim_paniclog is easy. Not empty ==> bad.
(Just yesterday I finally found time to write a monitor module (our
home-grown monitor system) to page me when the panic log transitions from
empty to not-empty. [And at 14:01, when the monitor system is restarted by
cron so that a) we don't leave it turned off "forever" and b) we're reminded
of active page conditions.])
