no. not even remotely. no_verify tells exim to skip a particular
router in the process of verifying an address (if you have, say,
recepient verification turned on -- this is not even remotely
equivalent to the vrfy smtp command). the vrfy smtp command is
controlled by acls in v4, and with the smtp_verify option in v4.
