Absolutely. Define the list of domains to be scanned, e.g. with a
domainlist "filtered_domains" and use a manualroute router like so:


filtered_domains:
driver = manualroute
domains = +filtered_domains
route_data = ${lookup{$domain}lsearch{/etc/exim/domain_routes}}
transport = remote_smtp
no_more

where /etc/exim/domain_routes is a file just like you suggested.
