Okay I made some changes and I believe I have this down to the problem
areas....
Every time I turn on the sender verification in the acl, I get the
following.

H=mta01.dmz.ftsm.vlnx.net [208.189.209.18]:56568 valid RCPT command must
precede DATA

incomplete transaction (QUIT) from <stephen@???>

If I comment out the sender verification and the localparts section
below, it delivers like there is no tomorrow..... Also if I do a
recipient verification, it also fails.

This is simple, unless I am lost since I haven't tested 4.21.
You _simply_ have not specified the SQL server connection parameters.
Look at spec.txt, sections 9.17 - 9.19 are your friends. Kindly read
_ALL_ those sections (andI mean it for a very good reason) before you
proceed!!
