Ah. FreeBSD. Good. That makes it a known problem. Somebody told me that
FreeBSD has iconv() by default, but it doesn't, apparently. The fix is
to edit the file OS/Makefile-FreeBSD and remove the line
HAVE_ICONV=yes
Then "make clean" and rebuild.

Ah, you *do* have iconv, but not in one of the "normal" places. Well, it
depends on whether you want to use the new Sieve facilities, and if so,
whether you care about character code conversions, which need the
availability of iconv().
If you don't want any of this, just modify OS/Makefile-FreeBSD as
suggested above. If you do want it, then set up suitable INCLUDE and
(if necessary) EXTRALIBS settings.
I'm going to add more waffle into EDITME on this topic, since it is
clearly going to cause trouble...
