[Exim] Message Size Limit

Hello to all Exim users

Yes I'm new to the list, but I have checked the archives before asking ;-)

I have a message_size_limit of 10M

I tried sending a zipped file of 8.433 Mb (8.650.752 Bytes according to
Windows), the one file that was in the archive was 28Mb

I received the following reject :61901: message too big: read=11665702
max=10485760

Can someone explain where Exim gets the 11665702 from
