[Exim] attachment is on gray when receiving emails..

"OE removed access to the following unsafe attachments in your mail:
***.txt"

I received and send emails using outlook via exim, now i wonder is this
client side or server side? i always received attachments that i cannot
view. But when i forward it, i see the attachment.
