I have updated my Exim 3.13 to the new version 4.20. After convert the
old exim.conf via convert4r4 anything works well, but any mail that comes in, it is frozen with the following entry in the log:

Now I've searched in the mailinglist and found the entry: self = send
in the ROUTERS-section.
But when I set the parameter, all mails bounced with the error-message:
