If it's slow for exim -bV, then a router cannot affect it, because no
routers are run in that case.
If you were running Exim 4, I would suggest
exim -d+timestamp -bV
to see where the delay is from the debugging timestamps. Exim 3 doesn't
have that option. But perhaps if you run
exim -d9 -bV
and watch the output you will see where the delay happens.
