Every "deny", "accept", etc., starts a *new* ACL entry. So, the above is
actually two entries:
1) deny if in dnslists
2) deny *with* *no* *condition* (i.e. deny *all*)

It should all be one entry:
  deny    dnslists    =
          message     =
          log_message =
