[Exim] counting recipients

Ok, my sister finally figured out that if she removed "fwd: fwd:
fwd:"
from the subject the crap gets through. So a new plan of attack is
needed. Is there a way to count the number of recipients? Her usual
mailings with the subject "this is funny", etc., typically contains
about 20 email addresses. If I can get the recipient count I could
bounce if it exceeded a certain threshold.

If she weren't family I'd just blacklist her. Unfortunately, if I
did
that, she'd call mom. :)
