The exim4 packages don't use inetd. (Bug#201143)

Depending on what type of config (full system, satellite, ...) you
choose DEBCONFlistenonpublicDEBCONF defaults to
"local_interfaces = 127.0.0.1" or not. Iirc it is not possible to use
"127.0.0.1 : ::::1" because that would cause exim to panic if IPv6
was not supported on this system.
