What does following command produce?

    $ exim -bP exim_user exim_group

Some debugging info would be fine indeed.

    $ exim -d -M <message_id>

Let the configuration file be owned by root, there is no reason for
changing the owner to the exim user.

What did not work? What did you expect to happen when changing the owner
of the above mentioned files?
