[Exim] Avoid routing for every address

Hello,
I have to scan emails trough exim and I decidet
to do this with a special router and a dedicated
transport.
The problem is that the message is scanned for
every address from recipients, because exim passes
addresses to routers one by one. Is any way to avoid
this? And the message to be scanned only once?
