Possibly. That's why I'm asking for opinions.

Yes, but it adds complication - and users who write filter files are
often not experience and not geeks. On the whole they probably won't
know about this encoding complication at all.

I suspect that many "ordinary" users are not aware of ASCII and
non-ASCII. They just type keys on their keyboards into their editors,
and the characters appear on the screen. So they would just be confused
by this whole discussion...
