[Exim] User 0 on the never_users list

    I recently change exim from 3.35 to 4.20, watching in my paniclog I find a
lot of times the next message.
    2003-07-03 03:08:01 19XKc7-0008FM-Mc User 0 set for local_delivery
transport is
on the never_users list
    I look at the 3.35 configuration file and I see the same configuration.
This is the line.

    Why does the message appears in my new exim version?
